Here is a link of a video showing how Ctrl+J in photoshop works as it will do a better way of showing what happens with it. It would be cool if PhotoGimp worked the same way. This will have then created a new layer with the previous selection within it. This can be accomplished in Gimp by making a Lasso selection in an area and right-click Select>Float or the keyboard shortcut is Shift+Ctrl+L and then anchor it down within the layer. In Photoshop if you select a layer with an image in it, then make a lasso selection (or something similar) and then press Ctrl+J it will only move the lasso selection into the new layer as a smart object and nothing else. Ctrl+J in photoshop creates a duplicate of the selected layer (as you have shown in the image above can also be accomplished by pressing CTRL+SHIFT+D) but there is an extra caveat to it which could be the bug. I think there is a little confusion with the report as I do believe there may be a bug here (but it could be with Gimp itself).
